My nephew is into arts and crafts and I want to get one for his birthday. There's all sorts on Amazon but some seem a bit of a swizzled and have bad reviews. Any advice would be much appreciated.

Have you looked in the Works? They usually have that kind of thing.

Do you have the time ,money and will to make him one?

You can buy small tins of actual glow in the dark paint in places like B&Q, Wickes etc. Some nice paint pens (poscas are expensive but you can buy knock off ones that are pretty good), clear glue or a varnish to keep the paint safe and of course the rocks/pebbles.
