Pattern help

I am an ignorant new knitter. Can anyone help me with this pattern please?

After decreasing for armholes, the pattern instructs:
Work even until armhole measures 2 (2 1/4, 2 1/2, 3)

What does work even mean? and where am I measuring from on the armhole

Sorry forget to mention, it is a sleeveless vest top, so I am baffled as to how to measure on the arms as there aren't any.

Work even means to continue without doing any further shaping.

When I measure armhole shaping I fold my work horizontally across the armhole (really easy to work out where to fold if you had to cast off stitches at the start of shaping) and then measure vertically up from the fold to your knitting needle.
