Crochet Patter Help! With pic

I must be missing something obvious here. Just completed row 4, I have 15 stitches but row five only uses 14 of them, what am I missing?

I think that's it's possibly a typo as when you add up the total number of stitches in that row it only equals 16 and not the 17 that it states. I've even tried drawing it out and that row is out

That's what I thought. Its a rainbow so I just worked in an extra dc to make the stitches work.
