Yes of course! worked in the toy industry for years, it's heavily tested and regulated, including special licensing for certain brands.

The OP has asked for help in understanding what is required. Some people on here just want to attack. Sheesh. Calm down people. The OP wants advice. You just want to feel superior by putting the OP down.

It can work out to be quite an expensive process depending on the materials you are using and the tests and certificates needed.

It depends. I paid a very talented woman to make a bing bunny stuffed doll when the official toys were still 6 months from hitting the store shelves. But I think she had some sort of a disclaimer on her site that it was for display purposes only (when it clearly was a handmade soft toy)

There are certain circumstances that will allow you to sell toys as ornaments as LasyDaisey says above but you need to be very careful. It only applies if you are using luxury materials (that couldn’t be played with) or comfort, memory toys (made from old clothes). I’m not an expert though so you need to check this. I just know that you can’t just put a disclaimer when something is obviously a toy.

I go round craft fairs and see loads of 'toys' being sold
As an ex-nursery manager we didn't have anything in the nursery that wasn't BS marked
None of the 'toys' I see have a BS mark

I know, now, that cushion filing has be be flame/fire retardant, but covers don't; upholstery fabric has to be flame/fire retardant but curtains in a domestic house don't (but a hotel or my nursery would have to be)

I won't make anything I'm not sure about so I asked - MN is fab for pointing people in the right direction

Tbh I wanted to make fairy/butterfly wings - which are a large scarf cut to shape, 2 hair crunches tied on each corner and a clip to hold the centre to the child clothes at the back

But if that's a toy or fancy dress I'm not sure

I volunteer in a charity shop and know that the law says we can't sell any toys which aren't CE marked. Even brand new with tags stuff from Disney in America - not CE marked so can't sell. We cannot sell handmade toys either. If we get something like a vintage porcelain doll we'll mark it as not a toy but I understand this is dodgy legally so we do it very infrequently.

Your local Trading Standards department is the body which looks after this sort of thing. If you were selling toys you'd also need liability insurance, I'd imagine.

OP, butterfly wings go for £3-4 on ebay and for half that if you can wait a couple of weeks and order directly from China.

Maybe more adult cosplay who would appreciate handcrafted items?

I have wondered about this before.
Not a toy, but a relative bought a handmade Sleepyhead copy from Etsy that I thought was really dangerous. Lots of loose cushioning that a small baby could get its head stuck in In contrast, the 'bumpers' on real Sleepyheads are tightly sewn to the base so no way a baby could get stuck. No idea what the filling was either, probably cheap polyester and not fire retardant.

It was sold as a baby bed and I wondered how they could sell it without complying with safety regulations.

I have a market on Sunday but I've gone for gift bags which are easy enough for a couple of quid :)
