It says use Rowan Wool Cotton 4 ply, so is www.deramores.com/rowan-wool-cotton-4-ply the right one?

Posted too soon, the pattern says use a 5.5 hook yet label says 3.5

A fatter hook would give a looser textured crochet part. Is that what the dress pattern is aiming for?

Sport weight is between 4 ply and DK I believe.

I think so yes. the dress is pulled over the head.
