Ideas for fancy dress for a baby?

I'm not sure which topic to post this under, so thought I'd start here. My 11 month old DD goes to nursery and there's a charity event at the nursery next week involving fancy dress. I don't want to buy a fancy dress outfit that she's only going to wear once. Does anyone have any simple ideas on what I could send her in using stuff we might already have?

I had thought about using cream leggings and a cream body suit, sticking some cotton wool and sending her as a lamb, but (a) I don't know how I'd stick the cotton wool on and (b) she's probably eat the cotton wool!

Any suggestions would be welcome!

I dressed my DD as a kitkat at around that age, red top and trousers, sparkly shoes/socks and a sparkly hairband or hat, and I sent her in with some kitkats for the nursery workers for good measure :)

And DS was a catapillar, he had a really bright striped jumper and some green trousers and sewed (badly because I can't sew) some eyes made from scraps onto a hat for him. (I didn't send him in with catapillars)

Could you sew paper ears to a white cotton hat, dress her in the cream clothes, and draw on whiskers in eye liner for a white rabbit?
