Sweet tree advice needed

I'm going to make my sister a sweet tree for christmas using liquorice allsorts.

I know how I'm going to do the top bit, BUT, what do you weight the plant pot base with to stop it being top heavy and toppling over?

Plaster of Paris maybe? Or a wodge of plasticine at the bottom with some fine gravel on top?

I made one with lollipops and I used a plant pot, oasis, tube and polystyrene ball into which I stuck the lollipops. It stood up ok, providing of course I didn't let the little ones too close..

You may not need much to provide stability. How about more sweets in the base?
