DIY Lelly Kelly's - where can I get toddler shoes to glam

I got my daughter (2) some Lelly Kelly's in the sale. They were beautiful but didn't survive the beating! I would love to craft my own but need to find some cheapish Velcro strapped blank canvas type shoe in a kids 6? Any ideas as to who might sell. She doesn't have particularly wide feet so can wear generic sized shoes (as opposed to her brother who needs clarkes or start rite)

What about plain plimsoles? Shoe zone probably do the cheapest otherwise store 21 do some cheap canvas shoes or primark. Hotfix crystals etc are pretty cheap on ebay too.

Ideally I want a Velcro strap to try to keep them on also the plymsols don't seem to start this small. I'll look at store 21 though thanks
