Curtains and fabric to use

I'm looking to sew some blinds (not quite roman, will be using buttons and button holes to "open" them various amounts).

I'll be lining them with blackout fabric. My question is, can I use a regular cotton or poly cotton instead of a heavy curtain fabric for the curtain since the blackout fabric will help give it weight.

Yes...I wouldn't use polycotton myself as it's just too thin and hard to work with imo. But cotton on blackout should be fine...I often use crafting cotton (decent weight quilters type) for making kitchen curtains.
