My 4 year old loves wikiistix or waxidoodles, and I do too because provided they don't get trodden into the carpet they create little mess Grin.

Something bead-based perhaps?

What about sewing?

I like hama beads - yes, if you drop them all over the floor they do make a mess - but they are clean and easy to sweep up. Have kept my DC entertained for hours, and you could make some Easter decorations with them perhaps?

beads, pipe cleaners, weaving?
Do what we do, and make an Easter tree out of some pretty willow branches, stuck in a flower pot full of earth/gravel/playdough, and hang all the 3cm high eggs and fluffy chicks on, and lots of yellow and green ribbon etc.
No poster paint or PVA glue was harmed in the making of this tree

I made these Easter Sock Bunnies with my DDs (3 & 4) which were sweet - you could make a whole family! (With all the odd socks there are in our house, you could make a veritable warren! :o)
