santa sack pattern needed

i saw a santa sack in a magazine that i liked and feel i can made one myself but i need some help as im just a beginner at sewing. it was a draw string bag but not closed at the top, it closed about 8-9 inches from the top if that makes sense. then the top was decorated with ribbon going around the edge of the top. what i want to know is how do i make a draw string closing like this. i dont know who to post a link so sorry i have no photo but the wec site i saw it on is bollywoodchristmas.co.uk and its the cotton sack with the red moose and snow flake on the front.

On this one you could put the drawstring as far down as you liked I think.
