I have a waistband, I have elastic & I have a skirt - how do I put them together?

No patten; it's someone's unfinished project I got from ebay

So any ideas

Do I make a tube of the waistband? then attach it to the skirt?

Or sew the skirt in the middle of the waist band?

Or something else?
