AIBU to leave DD(5) in the lounge until she stops her forced crying?

Wanted to do a big tidy up today (which dd knew) and had said to her that we'll do something together when the downstairs is tidy - I'm very lax during the week due to work . after doing the dining room, kitchen, hall and bathroom, I moved on to the lounge (dd's 'room' with all the toys in. I started tidying up bits whilst she started popping the balloons from her party last week (loads). She soon got bored and started messing about and making more mess . I warned her that if she didn't help then I would stop doing it and will not be doing anything with her until that room is tidy. She continued messing about. So I came into the kitchen for coffee. She has just come in here with one of her craft birthday presents. I told her no and repeated what I had said to her.

She then went back into the lounge and has spent the last 10 minutes doing a forced cry but still not appearing to tidy up.

She was warned what would happen and took no notice. She is learning that actions have consequences.

I wouldn't expect my dcs to just hang around all day while I tidied

Though in your position I think I might have taken a break between rooms to do something fun (but short) with her. There's an outside chance that it might have stopped her from getting bored, etc.
