twitter - over capacity for the last 2 days?

am new to this twitter thing, setting up a page for a charity event, but is it normal for it to be over capacity for the past two days? what does that mean?

i thought it was supposed to be quick and easy. yawn.

I have never had a 'over capacity' message and been tweeting for over a year now.

How do you contact Twitter?

I have been on the contact us page, but I can't see anywhere to submit a request/issue.
I must be totally thick as I can't see where>!>!>!>

I have searched under 'over capacity' and it just says to try again which I have been doing since saturday!

My twitter's been working fine, it sometimes throws up the 'over-capacity' message but usually sorts it out if you refresh.

i have not had any problems, have you tried refreshing a few times...
