YANBU That would annoy the hell out of me too.
I've read on many threads on here that you have to tell a man something if you want him to take it onboard. This usually applies to DH's but it may be something you'll have to do with this man.
Alternatively you could say to someone else, in his presence, "You know there can be some really inconsiderate idiots around who keep changing things with little or no notice without thought as to whether it is convenient for others." It may need saying a few times but may eventually register with him.
