Cleaners will often invent comparatively pleasant tidying tasks in order to avoid less pleasant cleaning tasks.

The best way to avoid this is to be very explicit that you are offering a cleaning job, not a tidying job - by tidying up as much as possible before they come, and breathing down their necks to ensure they clean.

I had one cleaner who seemed to think her job was "flicking a duster". Grrrrrrrrrrrr.
