Streaming at 15 months! What subjects are they testing them in to decide how well they are doing?! Ability to stack blocks without chewing them?

are you sure?

they have to assess all children due to EYFS (or something) and at each review they are assessed as to whether they are reaching milestones as they should be etc

if they are truly streaming then that is abhorrent and a huge mis-interpretation of what they should be doing

OMG Seriously, at 15 months! And what in heaven's name are they thinking about using those descriptions. No she is definitely not being unreasonable. Hopefully she's also going to talk to the person in charge.

I would not happy with a nursery doing that, nevermind that those struggling would probably benefit most from mixing with those who are doing well as that gives them a child to copy rather than an adult.
