I was in a shop this morning and there was a yang-yang outside crying in the freezing cold. I waited for ages and nobody came out, turned out it's owner was in the betting shop and had been for the past hour So I reported him to the RSPCA after hearing that he does this daily.

Was I in the wrong?

if this is Yang Yang, then yes, you certainly should have called RSPCA - don't see many of these outside the betting office!
