My children's tights are always far too small. dd1 has only agreed to start wearing tights this week because the weather has got so cold. She hates the way that tights sag down to nearly her knees. She is 8 (but tall so wears 10 year old clothes) and even the 12-13 tights are too small. I have started buying her ladies tights. My 5 year old wears her cast offs (she is small, only 1m 10). Yesterday she wore age 9-10 tights even though she is one of the smallest in her year 1 class. I do not tumble dry tights, and I do not put them on radiators to dry but they still shrink. Aaaaaargh!
