I have no idea what to do

I have witnessed people in public office behaving in corrupt ways.

Conducting inappropriate relationships, manipulating tendering processes, writing fake letters.

Recently someone disclosed that they witnessed an act of fraud which doesn't surprise me.

I also know that one of the people involved has taken a position without disclosing being struck off from a previous position.

There are lots of people who have made comments that suggest they are suspicious of the person.

This person is very very charming and able to manipulate people.

This person has been in office for over 10 years and the community they are supposed to serve is quite neglected and under resourced.

I don't know what to do. I've reported to various people and just seem to hit walls.

Do you know your whistle-blowing process? This might be a good way for you to report what you know.

There isn't one.

Not one that upholds.

Anyone and everyone who has ever been through HR has come out worse.

The whole place is rigged up.

Small town council.

Council stuff is a nightmare (hence terror at Burnham's plans to push more powers to them).

Police for anything criminal.

Yes. One of them has had multiple run ins with police. Yet still they sit in their position!

Police, if be very surprised if they do anything.

Is this this common?
I agree.
I am all for democracy but here on the ground is just little parochial pockets of corrupt, feudal autocracies who harvest pathetic power and fleece each others pockets.

I'm so demoralised by it

Put together a big dossier with everything you know/can prove, and send it anonymously to Private Eye for their Rotten Boroughs section.

Is it slough ! Being going on for years so corrupt and no one can say anything as fear of being called racist
