AIBU to think this means I have data roaming on my contract?

I’ve just had my phone bill after a week in Spain last month and I’ve been charged over £20 for data roaming. This was a surprise as I checked before I went that I still had this on my contract.
However, after speaking to EE to query this, the add-on I actually have is just the ability to be able to purchase an extra roaming package. This is new to me, I’ve never known this process before.
Would anyone else checking their account also think on those screenshots that I already have it included? The man on the phone admitted it was confusing. I’m debating whether to email in or just leave it if the consensus is I should have known!

EE have been fucking about with data roaming, we have 4 lines with them and have intentionally not renewed the contracts as they said we would lose the included roaming, lo and behold this year we all had roaming disabled though it was still included in the bundle - meaning data was charged! Wankers.

I found EE so confusing for this . Went to Italy and could not work out what to buy, what they would charge. I think it was capped but I did switch off roaming and used WiFi a lot.
