Why does the child benefit threshold not increase annually?

Other social security benefits such as UC, public sector pay rises increase by inflation every year in April.

Why does the child benefit threshold and the funded childcare threshold not increase annually too?

I suspect they're trying to phase Child Benefit out in favour of more means tested benefits.

Not sure why they're not increasing the funded childcare threshold as it seems they want everyone and they dog to work nowadays. They're making it more difficult for people to work.

I suspect it’s a deliberate money saving measure, because they know more people will earn too much to qualify if pay increases in line with inflation but child benefit thresholds don’t, but perhaps that’s me being excessively cynical 🤷‍♀️
