Debt advice please.

My self and my husband have some joint debts, long story short I have some quite severe mental health issues which have prevented me from working. It took me a long time to apply for disability payments so for a few years we fell far behind on everyday bills (utilities, council tax) this has amounted to around £5000 with added fees etc
My problem is my husband is self employed and we receive benefits, all the debt solutions seem to only help unemployed or employed people, with the debts being joint on wanting to set up a joint DMP with both incomes and expenditure out together. Now I'm receiving everything I am entitled to I'm able to start paying some of these debts off but don't seem to be able to move forward with it as a couple. If I set it up for myself, my husband is still liable for the debt and baliffs can't still chase him for the full amount. Has anyone else been in a situation similar?

Surely if these are debts like council tax etc you can pelt with the local Council and gas / water / electric suppliers to work out a payment plan?
Have you spoken to CAB or step change to get advice

Hi thank you for your reply, I was wanting to set up the dmp to better manage the repayment, I am worried about not being able to keep on top of several monthly payments whereas the dmp would be one lump some per month and they divvy it up between the companies
