I think this is partly true, but it's more that they want other people to resolve issues, rather than make the effort themselves.

Quite often they just want to say their piece. 90% of dealing with customer complaints is let them talk and show that you have listened.

I think there are a lot of people who revel in victimhood, or who expect the government to bail them out of every situation.
