I don’t like ZP, I think he’s a knob, but if he was living on a canal boat he won’t have been liable for council tax unless he was on an explicitly residential mooring, and those are vanishingly rare (i don’t know if his was or wasn’t). Canal boats are ‘of no fixed address’ for voting purposes.
