Neighbour dumped rubbish, ainu to put it back in their garden?

They always drop rubbish where the bins are for collecting. Neighbours see them etc. council and housing association don't do anything.

They've dumped carpet outside which is the same carpet that's in their back garden, green moss marks as well.

Aibu to put it back in their property?

Also there are loads of bin bags.... But the other neighbour says she doesn't have a bin as it was stolen, so I really think it could be her... But maybe she puts it in communal bin across the road

when is bin day? If you chuck it back to theirs, you might be stuck looking at it for ages… at least the bin men will get rid of it..

To be honest ive returned my neighbours rubbish before. Ive got cameras recording my drive and car. Caught him putting his bag of rubbish in my wheelie bin. Did a quick search online and I returned his bag 😂 Wanted to make sure I wasnt doing anything wrong by returning his belongings lol he was in the wrong. Hes got cameras so he would have caught me returning his bag. I did the neighbourly thing and left it on the drive for the bin men to pick up. Strangely enough not had it happen since 😂 cheeky 💩 😂 if he asked beforehand or was a decent neighbour it would have been different

No the bin men have been.... They don't collect bin bags on the street
