It’s a religiously motivated, racist attack, without doubt, by a mentally disturbed man. I don’t think anyone can assert that two visibly Jewish men were attacked completely at random. No-one can dispute that it was a hate crime. I do dispute calling it a terror attack though:
Terrorism acts to coerce, influence, or disrupt governments/society. Hate crime aims to demean, harm, or intimidate individuals based on race, religion, sexual orientation, or disability.
There have been numerous targeted attacks on Mosques and Muslims, many by organised far-right thugs, which have been dealt with as hate crimes and not terror attacks. I do think the knee-jerk response of invoking Counter Terrorism legislation and dealing with the perpetrator in the way that he was, was motivated by a fear of not being seen to act decisively. That is not a safe way for the authorities to proceed.

Agreed, @BlowersDaughter, it’s absolutely horrific and indefensible that Jewish people feel targeted in this way, but it is a feeling shared by parents of, e.g. Muslim, Sikh, Hindu, Black, and mixed-race kids too. They also fear for their children, and fear being targets of hate.
