AIBU to wonder why people leave loo roll on toilet floors?

I often see bits of loo roll on the floor in toilets in shops, eating establishments and in my office. Why can’t people pick them up and put them in the toilet? You don’t need to wipe yourself with the dropped loo roll.

I do wonder do these people have loo roll, on the floor, around the toilet at their homes?

It’s part of the general decline in standards in the public realm. People will use the excuse that picking it up is unhygienic etc. But they will be the same people who drop their litter in the street, put their feet on the seats in buses and trains and play loud music at unsociable hours.
