It doesn’t excuse what was said, and I am no supporter of Trump, but the terminology used in the US differs to that used in the UK. In the US, learning disability is often used for things like dyslexia and intellectual disability often used for what we call learning disability.

Im not sure this makes any difference at all. He was essentially insulting someone due to their needs. Could have been any needs.

People in this country get learning disability confused with learning difficulty often enough, even in my line of work where a large percentage of our service users have some degree of learning difficulty, so we're not so different to America

My comment was relevant to the poster who didn’t know or forgot that terminology differs in the US.

I know some in this country confuse learning disability and learning difficulty. Hence pp’s post. I was pointing out that terminology differs in the US because the pp thought that applied to the comment made by Trump.

I mentioned I am not a Trump supporter purely to highlight I don’t support the comments made, merely explaining he isn’t confused about terminology, because you said it doesn’t make any difference. Well, it does make a difference if others think Trump is confused terminology when he isn’t. He is just using the terms used in the US.
