Why are horses allowed to shit in the street when dogs can't?

Just seen a horse and rider going down our road, we are near to open fields. The horse stopped and left a massive dump in the middle of the road. Then the rider made him walk on.
Now this is a busy street we live on, with kids out on their bikes a lot and generally people coming and going.
Why are horse riders allowed to let their horses do this?
Im not stupid, I haven't a clue how the rider could clear it up. But it still seems totally wrong.

Sigh, we have this exact thread every 6 months and it always goes the same way. Has someone suggested a horse nappy yet? I honestly think the days of being able to ride a horse or even keep any livestock at all in this country are limited, already we essentially have no safe bridle paths in most of the country (the paths themselves exist but you have to ride on increasingly terrifying roads to get to them with drivers with no idea how to drive around livestock and treat you as an enormous inconvenience for being there at all), so much grazing has now been built over it's very hard and expensive to find somewhere to put your animals, public tolerance for even the very slightest inconvenience from normal countryside things like noise or (non toxic, easily biodegradable) muck in the road is close to nil, basically everyone wants to live isolated, sterile lives in their little individual boxes. Maybe I'm just old and grumpy but it makes me sad...

Theres so many out of control loose dogs running around on the ever shrinking bridleway network that many riders prefer to use quieter roads to get to where they want to go.

Dogs should be on leads on roads or paths shared with cyclists & horse riders (eg bridleways) I rarely see a dog on a lead on a bridleway tbh

Sad person. Horse dumps in the road just ignore it if you want. I doubt they back up onto your drive and dump. Whereas cats crap in ur garden and carry disease.
