To have phoned 101 police.

My DH thinks I was wrong to phone 101 last night after a incident where my DD was crossing the road and was nearly gone into by one of these balaclava teens on a ebike.

MY DD said it was safe to cross the road, then next thing a lad on ebike comes speeding along on the wrong side of the road and nearly went into her. Dressessed all in black no lights, safety gear etc. A group of about 4 were on these bikes. The one that nearly went into DD said to to DD to WATCH IT, DD felt very intimidated. DD stared at this youth, he stopped his bike and was staring at her, obviously to frighten her.

Although DD says she didn't feel in immediate danger. She felt quite frightened by this interaction.

I have since phoned 101 to report incident, my partner Say's I am over reacting.

I don't think you're are being at all unreasonable. These youths who ride around on bikes/scooters/e-bikes with not one item of reflective gear are a total pain in the ass!!!! Ive witnessed a few weaving on and off the pavement and even main road, pulling stupid stunts and wheelies. They should be reported so that areas can possibly be monitored (not that the police can do anything if they catch them except a warning) but when you read about the endless accidents and fatalities, it's no surprise really given the way some of them act.

As a 74 yr old female I encounter this same thing in our large local park on my daily walk. They just don’t care and the speed is inappropriate in that setting. Many dogs and people walk there. You are quite correct in reporting and thank you for doing so. It has inspired me to do the same next time it happens.
