It could be The Hives, in the video for Come On. They wear top hats, the background is zebra stripes and the lighting makes their hair look green.

It is a while since I watched it, but the singing in the rain scene they are in a black and white room/top hats and although no green hair, there is a lot of use of vibrant colour and dramatic music.

Not sure if this would be on at the time your DD was channel surfing though. It is probably an advert for something; by design they are memorable. What is the word for a visual earworm? Hope you get to the bottom of it!

I looked it up. It was made in 1947/8. If it was a black and white film, and only the boys hair was green, it might explain why the room was black and white.

Depends where you want to stop seeing it
