AIBU to think newspapers shouldn't remove people's heads???

There was an asylum seeker arrested in Epping for allegedly breaking into a school. The Express ran the story but photoshopped his head out so it looks like police are arresting the Headless Horseman dressed down in Essex. If they can't show the man's face why not just post hands being cuffed or a stock photo of a police van? Seems ridiculous! AIBU?

I've seen the original photo on X / Twatter. I could understand if they removed his head out of fears of racist backlash given the recent protests but then it makes no sense to put "Asylum Seeker" in the heading. Very strange...
