Police seem more concerned about accuseds job prospects

I am currently being harassed and getting low level stalking as well as race based hate from a man nearby.
I have reported him to the police who spoke to him. The abuse is continuing. I have reported him again but was told they would have to escape be young constable level as the man is in a job where he needs a very clear police record sheet - possibly a healthcare professional, security license holder etc.
Reported ongoing hate three weeks ago and nothing back from them.

Evidence is only my husband and my testimony. No witnesses. Initially told nationality does not count as race hate under equality act. Told only if the hate was told to me directly in my face ie not loud in the street when I clearly could hear was it valid grounds. This seems wrong.

Any suggestions on escalation?

My bad - the police say they need to be careful and are unwilling to tackle right away due to the accused being in a sensitive job. Obviously I want to escalate to get this resolved and hopefully charges made.
Police complaints is an obvious step, but are there any special interest groups that would be worth mentioning this "ultra kid gloves' to protect someone's precious job when a vulnerable woman is being harassed and abused?

You have presumably not quoted the police directly here because otherwise…. I suspect you misinterpreted
