So he’s either been excluded from school, was skiving or is ND and being home-educated or awaiting a school placement. Which do you think it is?

It doesn't matter which one of those it is.

There is no excuse for the son to be so rude to an adult.

OP, I had a neighbour's child be rude to me. I went round and spoke to their parents about the behaviour towards me.

The child was told off by them. Hopefully, even though they will like me even less, at least they know they will not get away with their rudeness.

Since you get on okay with the mum, you should discuss it with her. If she is having difficulties with him and can't do anything, you and your children will need to not engage with him at all. Just act as if he doesn't exist. In other words don't feed the beast!
