If someone was never really loyal to you, is it truly betrayal when they let you down? Or is it just you seeing their true colours? Feels more like misplaced trust than actual betrayal.

It's not a betrayal. They were never invested in a positive outcome for you, so actions that lead otherwise aren't a breach of trust. Just not ideal.
