How can I become more assertive?

Just that really; any tips, brain training, good resources? I’m fairly self-confident and can hold my own in the right situation, but sometimes I really struggle! Most often in work situations, where colleagues on my level are being difficult. Very often someone will say what they think, and I back down/give in/comply, but only register my thoughts with any clarity later, when it’s too late.

Occasionally I will bring it up later, putting my views across, and occasionally it works; but all too often the other person will just come back at me with something just as obnoxious as before and I just have no answer. I mean, how do you debate with someone who is absolutely convinced of their own superiority? It’s making my work life one I don’t like! I’d just like to have the clarity of mind to be able to make the valid argument at the time.

To be clear, it's only 1 or 2 colleagues who do this; all my others are great and sometimes even have my back! Why are some people just so negative?
