Water metre dispute - I’m not going mad am I?

My water company has told me where I can find my metre (path outside house) - I’ve opened this and it’s simply this (photo attached). What you can see is fixed and can’t be pulled up. I’ve called the company who tell me it’s definitely in there!!

Has anyone got similar and am I missing something obvious?

My meter has a dial on the top of that white bit which has numbers on it. I have to get on my hands and knees to read it, not my favourite thing to do. I can't see that you have any numbers!

Is the big blue bit a handle?

The cap for tightening it in place is s
on, pull it off and the meter will be underneath.

My water meter is at the bottom of a hole like that. My gas meter is at the back of a cupboard and the electric meter is boxed in and about 7' up the wall. I use the camera on my phone to take these readings when necessary and I can zoom in to see the digits.

Do not take the white cap off !!!!!! That covers the bit where the meter screws in
you have no meter in there
turn the blue tap off and check you have no water that’ll confirm it’s yours
that looks very clean is it a recent installation?
some companies install the box first then screw the meter in at a later date

Sorry my mistake! When they did ours they fitted the box and screwed in the meter with a long wrench at the same time, then took away the waste.
