To think that the microchip rule is a waste of time? TW animal harm

Rather distressingly I came three dogs tied up in a very bad way.

One was already dead, and the other two barely alive. With help we managed to get them from a remote location and to the vets/into a rescue.

All three were chipped, in the last two years. One chip was completely blank, the other two had the names of the dog but nothing else. Not who bred them, not who put the chip in, nothing.

What is the point in microchipping if the information is blank? Is this a failure in the law? It should be law for the chip to include details of the owner and then it should be the owners responsibility to update it before handing over.

The bastard's that did this are going to get away with it.

Thank you for helping those poor dogs.
I didnt think it was possible to have a animal chipped without the correct details been put on there.
I guess they haven't been done at a reputable place.
