Would you say this is toxic management and how to deal with it

Always having a new rule, always nitpicking about things, being very snappy with employees, one was over something that wasn’t a colleagues fault, which was even explained to her by another member of staff, but the manager still didn’t admit fault and this actually made the colleague cry, because of the way she was spoken to. Manager didn’t care that it had upset her and instead still spoke rudely and then slammed a door loudly behind colleague when she was stood in the corridor obviously upset. Everyone is struggling at work due to management and not sure how to deal with it. She even admitted today she was in a bad mood because it was her mums birthday and she was having to be at work. This is the director

No, we all are really. I was actually employee of the month last month. No one feels we can do right
