Dogs barking advice needed

My close neighbour has had dog kennels built in their garden a month ago. They now have 4 dogs in kennels. However the dogs are barking and whining at all hours. This morning was woken at 4am and it lasted for hours. During the day it’s impossible to work at home as the noise is non stop. I now travel to office.

a few neighbours have told the neighbours about the noise. They says they know and are trying to train the dogs to not bark and says it’s not that bad and it’s what dogs do But it’s been a month, dogs bark and whine when locked up which is at night and when they are out.

it’s becoming unbearable, I am exhausted. Ear plugs don’t work, can’t have windows open. But can still hear them closed. Council won’t do anything as dogs are allowed to be kept outside. RSpCA said not their issue.

Any advice!

Have you actually complained to the council?
Relative had extended house guests with a barking dog, after 3 months, the council sent him a letter saying they’d had a noise complaint about barking dogs.
Generally councils have to investigate it as a noise nuisance if dogs are barking a lot, they can serve a noise abatement notice. Start a diary logging it all and take time stamped recordings, especially at 4am. Although I think if a neighbours dog was keeping me awake at that time I’d be on their doorstep in my pjs with my finger pressing the doorbell until they got out of bed. They’d be getting a right earful!

It’s been reported to the council and we have heard nothing back or anything done. It was raining at 4am and I did see them out their back trying to calm to dog down. I have said to them this morning about the noise. All they say is it will get better.

interestingly no dogs are in the kennels now. I know others have complained to them
