To wonder about council noise recording equipment?

I've had issues with next doors barking and howling dogs for four years now with neighbour just not giving a damn. After my third contact with the council, the neighbour seemed to try really hard to keep the dog quiet but lately it's got really shit again. I heard her saying to her neighbour that she hasn't got time to train the dogs. I think she's going out to work and leaving the dog. She knows he has serious separation anxiety, so why hasn't she invested in training him, or have someone to sit him when she's out?

Last time I spoke to the council which was about 10 months ago, the officer was quite dismissively said that him keep contacting the neighbour could account to harrassment (wtf?!) but said he can install sound recording equipment. If the council do record this equipment, will they tell the neighbour about it?
