External/Internal Vacancy

Hi, so i have just been told I've been successful for an eternal vacancy with my current employer but that there are no vacancies at this time, however they are also doing a trawl for internal candidates for the exact same job which I've been told by management to apply for. Why should I have to go through the application/interview all over again internally when I've literally just got an email telling me I've been successful for the exact same job? Is there any legal implications for the company deciding to do this? Or do i question it or just have to suck it up and apply again and hope i do just aswell?

I'd say it's related to head counts and recruitment freezes. If the external vacancy has been pulled sounds like the funding for a new position has been pulled, but an internal promotion can be pushed through even in a recruitment freeze.
