bird scarer

Not sure this is in the right place but here goes.

Recently (end of last year) moved into a new area. A few times over the past few weeks I kept hearing 'noises' even though I am inside - Alarm of various loudness/bird of prey screech/phone ringing noise/seagull/some sort of whistling/dinosaur sound/cat meowing, this one made me go to the frontdoor and then back garden to see if a cat was sat on doorstep as old owners had one! nope there was nothing. Then I thought it was from the school as you can sometimes hear the children at break and lunchtime if the wind is in the right direction. Today I was doing some tidying in the back garden as the weather is nice for once and the noises started, they change every minute or so for around 12 minutes then stop and it all starts again. Its been going on for a good couple of hours now and I have come to realise that it is a house a few doors down that has this bird scarer thing on top of their shed at the end of the garden which spins in the wind and reflects the sun when it is shining (the shed is higher than the fence that is why I can see it from my garden and as it spins the sun catches your eye, so you get the glare/flash of light). It is not everyday
Surely it should not be going off every minute with different noises? AIBU? What would you do?

It's an annoying noise so either stop or not going off every minute with different noises, we live in a residential area now but did live near a farm where a bird scarer "bang" would go off but only once an hour which was not a problem especially once you got used to it
