To take this thread in a more productive direction, perhaps we can start highlighting specific recommendations (from previous inquiries or otherwise) which we believe would be important for a campaign to coalesce around?
There's a lot of attention on this issue at the moment, so it would be good to get specific.
I'll start: mandatory reporting of reported and observed ethnicity for all serious crimes, and regular publishing of national-level statistics disaggregated by ethnicity, country of origin, and immigration background (i.e. of parents) if known. Additional funding and training to police forces already identified as having inconsistent data. Penalties for any forces suspected of muddying the data.
And a review of any laws, bylaws, regulations etc which limit the ability of police to profile criminals along any dimension they find relevant using said data, thereby making it harder to identify new gangs that crop up using similar methods.
