Well the tories themselves want an enquiry. It's labours right as opposition to demand change & keep the pressure on the party in power until that change is implemented.

Now you can't have missed this. The question is why the Tory's want an enquiry they've had when the current government are implementing the strategies from that enquiry that they didn't.
