Should pest company be charging dad new call out fee?

My dad recently heard scratching in his house so called a pest company on12th December. They came out same day, said it was a juvenile rat & put down bait.

They returned 5 days later (17th) and said bait had been eaten from and declared everything sorted and removed bait. He then heard more scratching on 22nd (10 days after 1st call out). He rang them and they said it is outside of the recall period so it counts as a new call out!

This is further complicated as he has mild dementia, so doesn’t remember everything. I have seen paperwork and confirmed the dates. It doesn’t seem like they have done anything to check where it was coming in except blame the cat flap. I went last night and found a hole in tarmac next to house which looks newly dug. There is no mention if this on paperwork and he wasn’t aware of it. I need to call the company snd sort it out for him. Can anyone offer advice?

AIBU to think this is still the same original problem that hasn’t been sorted?

Out pest control came back 4 times. Not sure exactly what the charges were but if he'd listened to me he only needed to come once. I knew where they were getting I'm and what was needed. Unfortunately I was at work and husband communicated badly.

They haven't resolved the issue. But you still need to pay for their time one way or another. (Check the drain pipes too)
