Are the flea bites or bed bug bites ?Warning pic attached

I have started having 1 or 2 spots a day around my lower left leg and ankle since last week. These are so itchy. We visited friend who has a dog last weekend and some guests who have dogs/cats came round several times within a few weeks. We don’t own any pets. I feel these are flea bites but my husband thinks I got bit by bed bugs. What do you think ?

I would have said fleas but as they are in a cluster and in a line it could be bedbugs. Bedbugs however tend to bite the top half the body as they usually live in the head board/top of a bed. They cluster bite. Have a very good search around seams/head board/mattress for any activity (use a torch). Look at bedding for any blood spots. If activity is found, book a pest control company to come look, don't try treat bedbugs by yourself.
