is not mitigated by parking half on the pavement, thus neatly inconveniencing both the road user and the pedestrian?

4 cars parked thus on the way to school this afternoon - one with the bonnet up and loads of blokes tutting at the engine. So glad I wasn't pushing a buggy.

to be fair if it had the bonnet up they may have pulled over in an emergency having broken down

better than just parking there because it was closer to school than a legal space
