Why are people so irresponsible owning these dangerous dogs?

People claim that dogs used for fighting are safe with humans, so they can be handled in the ring.
Its bollocks. The reason these dogs attack humans are different from the reason why they fight other dogs.

People are either stupid, deluded or both. Stupid enough to think that their "velvet hippo" is the bestest boy evah and would never harm a fly, or deluded enough to think they are in control.

Or that they do know their dog is dangerous and intimidating, and that's exactly why they have it.

Can Chihuahua kill people? They are quite small; a friend has one and is very bad tempered

If they were any bigger we would all probably be dead.

Whatever happened in this case I do hope that it was the dogs owner rather than anyone else

It's very common for people to be delusional about their pets, they fall in love with them, see them as more important than humans and are generally overly sentimental and not rational.
This is why no one should have a pet that is capable of overpowering, mauling and killing humans.

I'm wondering what you want to campaign for? The dangerous dog act already exists with the ban on CL bullies coming into force earlier this year. What other laws do you want?

They should be culled. No other breed is like this. Their DNA is fucked and they flip at the flick of a switch, often attacking their owners.

There are lots of big, powerful breeds but it's always these ones that are in the news for killing people.

I’d like to see the law clarified with specific requirements for the premises these dogs are kept in. Current requirement is an environment from which it cannot escape. There’s no stipulation on fencing requirements for gardens for example which means dog wardens can’t enforce the law. It should also include muzzles whenever they are in the presence of anyone who is not the owner and it should exclude them being in the same premises as children. And throw in a one strike and your out rule. This dog should have been ceased at the first offence.
